08.12.2011: GS, President, FS, AGS(HQ), AGS(F) met PGM(FP) and discussed:-
(i) DPCs from JAO to AO and AO to CAO(Adhoc/Regular): We expressed our serious concern against delay in holding DPC from JAO to AO and AO to CAO(Adhoc/Regular). PGM(FP) mentioned that for holding DPCs to fill up about 487 CAOs posts on adhoc basis and about 230 CAOs posts on regular basis have been sent to BSNL Management Committee for approval. He assured that in the next MC Meeting, he will get clearance from MC and DPCs will start. Similarly DPC to fill up about 476 vacant AOs posts has been initiated, the ACRs will shortly be collected.
(ii) DPC from CAO to DGM(F): PGM(FP) mentioned that the Lucknow Bench of SC/ST Commission has restricted the DPC till their clearance. Efforts are being made to get clearance.
(iii) Request/Modification Transfer cases of AOs/CAOs: We requested for consideration of pending request /modification transfer cases of AOs/CAOs. PGM(FP) assured to look into.
(iv) Holding of Committee Meetings on withdrawal of clarification issued by Pers. Cell dated 19.02.2010(AAO/Sr. AO/Sr. SDE Cases) and Senior executives drawing less pay than their juniors:PGM(FP) mentioned that tomorrow itself committee will hold the meeting on clarification issued by Pers. Cell dated 19.02.2010 (AAO/Sr. AO/Sr. SDE Cases). For other issues committee will hold the meeting shortly.

Repatriation of non-opted ITS officers:
When contingency plan is being implemented, whether BSNL Management aware of these facts or deliberately suppressing them to protect the ITS?
As per the data collected based on landline connections (DELs) (except A&N, NE I, NE II & GUJ Circles):
One SSA having DELs less than 10,000 headed by a GM !
(DEORIA (UP(E)).
13 SSAs having DELs less than 10,000 headed by DGMs!
(REWA(MP), JAISALMER(RAJ), FATEHPUR/GONDA/HAMIRPUR/HARDOI/ PRATAPGARH (UP(E)), Badaun/ Etah/ Mainpuri/ Pilibhit (UP(W)).
All these SSAs can be easily managed by a SDO/SDE as large no of SDO/SDEs are maintaining Sub Divisions having more than 10,000 DELs plus BB connections.
9 SSAs having DELs less than 20,000 headed by GMs !
(Morena (MP), New Tehri (UKD), AZAMGARH/ BASTI/ FAIZABAD/ LAKHIMPUR/ SULTANPUR (UP(E)), Bulandshahar (UP(W), GANGTOK(WB)).
28 SSAs having DELs less than 20,000 headed by DGMs! 10 SSAs having DELs less than 70,000 headed by GMs !
(Kamrup (AS), Gaya (BR), Gurgaon (HR), RANCHI (JKD), Bathinda/Pathankot (PB), AJMER/UDAIPUR (RAJ), Pondicherry (TN), Kanpur (UP(E) )
All these 88 SSAs having less than 70,000 DELs can be easily managed by TDM/DGMs.
Unabsorbed GMs and DGMs are working in most of the small SSAs. When contingency plan is being implemented, why both unabsorbed GMs and DGMs are retained in the same SSAs?
Ernakulam SSA in Kerala circle with 4.54 lakhs DELs is well maintained by a single GM and 6 DGMs,
Lucknow SSA with 1.03 lakhs DELs is flooded with 1 PGM, 1 GM and 8 DGMs.
NAGPUR SSA with 1.43 Lakhs DELs having 1 PGM, 3 GMs and 8 DGMs.
Jaipur SSA with 2.14 Lakhs DELs having 1 PGM, 2 GMs and 9 DGMs.
Hyderabad SSA with 5.5 Lakhs DELs having 1 PGM, 4 GMs and 17 DGMs.
Banglore TD with 7.6 Lakhs DELs having 1 PGM, 10 GMs and 22 DGMs.
Kolkotta TD with 11.64 Lakhs DELs having 17 GMs and 21 DGMs
